On July 22, Mrs. Liu Yaming, Secretary of the Party Group of and Administrator of China Meteorological Administration CMA and concurrently Chair of the Leading Group of the Ideological Education Campaign themed as ‘Stay true to your original ambition and keep in mind your mission’, came to the Chinese Academy of Meteorological Sciences CAMS for information on the ongoing thematic education campaign, progress in the piloting reform and development of the multi-scale prediction model. Mr. Yu Rucong, Deputy Administrator of CMA, Mr. Yu Yubin, Director-General of CMA Department of Science, Technology and Climate Change, and Mr. Song Shanyun, Executive Deputy Secretary of the Party Committee of CMA Head Office were in her company for the study tour.
Liu began her tour by holding a discussion with her designated political associate - the Party Branch of the State Key Laboratory of Severe Weather - on the mainstreaming of the Party building into the operational development, on the ocion which she was exposed to the ongoing thematic education and the progress in science and technology, listening to the opinions and suggestions of the grass-roots Party branch. Subsequently, she was briefed by the Party Committee of CAMS on the strengthened Party building in politics, the ongoing thematic education, the expanded autonomy and the piloting performance evaluation reform, and the progress in development of multi-scale NWP system. She gave a full recognition of the progress made by CMAS in the above-mentioned aspects.
Liu noted that meteorology, which is a science- and technology-based public service of fundamental interest, is determined by the scientific and technological innovation for its success. CAMS, which boasts outstanding professional resources, is a leading player in this connection. Thus it has a heavy responsibility and an arduous task on its shoulder as a supporter.
In terms of CAMS’s next step in reform and innovation, she indicated five hopes:
First, we should strengthen political construction and plan to advance our work from a higher plane and a broader vision. Taking the opportunity of the thematic education, we will continue to strengthen the theoretical enabler, accurately understand the decisions and arrangements of the CPC Central Committee, conscientiously enhance the senses of responsibility and urgency to promote the initiatives specified in the master-plan of the Party and the State, focus on key national needs, conduct extensive fact-finding within and outside the sector and of front-end operations to ensure an in-depth analysis and gap identification, earnest rectification and implementation, leading to actual and practical results.
Second, we should be brave to take responsibility and action, focus on the goal of becoming a meteorological power with relentless efforts and dutiful performance. We should adhere to the innovation-driven development strategy featuring a stronger role of meteorological science and technology in supporting and leading the evolving operation strengthen basic research in an effort to make major breakthroughs in key meteorological core technologies and improve the work style by leveraging on the spirit of scientists.
Third, we should continue to emancipate our minds to pioneer, innovate and be open for cooperation that, in turn, stimulates innovation without a stop. We should further make a good study and use of national policies to launch bold trials and ventures in light of actual conditions, further deepen cooperation with operators in production, education and research as a synergetic driver and spearhead the institutional reform on creating a new highland for open cooperation with national and international meteorological actors.
Fourth, we should build a bigger and stronger professional team with a good environment that attracts and pools human resources and ensures their optimal performance. We should attach great importance to the cultivation of young talents by giving full play to the CMA’s rich resources and assets: its robust platform and incentive mechanism for attracting, caring for and making good use of talents, thanks to which they can be constantly enhanced in terms of the senses of career, occupation and belonging.
Fifth, in the context of the overwhelming Party's political construction, we should forge ahead with the comprehensive and strict governance of the Party in an increasingly in-depth manner. We should strictly abide by the political disciplines and rules keep off the bottom line refrain from crossing the ‘red’ line and touching the ‘high-voltage’ line strengthen education and guidance and highlight supervision and discipline in an effort to a strong atmosphere of discipline and rule.
